Default Output shaft seal replacement

Looking for advice to replace the output shaft seals on a 2000 Plymouth Voyager. The passenger side is not a problem. Drivers side seal is recessed in a removable housing. Should I remove the housing to put the new seal in or install the seal with the housing in place? or does it matter?

If the struts have never been replaced, the bolts to the spindle are splined and can be removed and reinstalled without alignment. Makes it a lot easier to get the axle out and get to the seal
