[5th Gen : 08+]: Can you program "KEY OFF" time?

Can you program "KEY OFF" time?
One feature that proves a bit annoying is the "KEY OFF" power interval on our 2010 SXT 4.0 without EVIC.
As with most, when the key is turned to OFF the radio and accessories remain operational for a period or until a door is opened. My previous vehicles had a considerably longer interval, (in some up to 15 minutes). However, this one seems to work only 30-45 seconds. A real problem when getting gas or other instances when you need to raise or lower the windows.
As with shutting off the "HORN ON LOCK", (so I don't wake the neighbors when remote starting at 6 AM) is there a way to alter that interval?

This is out of a 2013 Owners Manual page 24
Also found on pages 22-23 of the 2010 owners manual.
Sound Horn With Remote Lock
This feature will cause the horn to chirp when the doors
are locked with the RKE transmitter. This feature can be
turned on or turned off. To change the current setting,
proceed as follows:
• For vehicles equipped with the EVIC, refer to “Electronic
Vehicle Information Center (EVIC)/Personal
Settings (Customer-Programmable Features)” in “Understanding
Your Instrument Panel” for further information.
• For vehicles not equipped with the EVIC, perform the
following steps:
1. Perform this operation while standing outside the vehicle.
2. Press the LOCK button on a programmed RKE transmitter
for at least 4 seconds, but no longer than 10 seconds.
Then, press the PANIC button while still holding the LOCK button.
3. Release both buttons at the same time.
4. Test the feature while outside of the vehicle by pressing
the LOCK button on the RKE transmitter with the ignition switch in the OFF position and the Key Fob removed.
5. Repeat these steps if you want to return this feature to its previous setting.
I'm still looking for information on the other item "KEY OFF" power interval.
I believe Montreal300 might be correct for the KEY OFF item, Dealer

Sorry, I should have been more specific. I already turned the horn off. Use the remote start regularly, (especially when -20F outside) and on day shift this happens at 6AM. Not very neighborly if it honked every time.
I work with several others that have '10 G/C's and the time does not seem very consistent. One lasts for more than 3 minutes, while another hits close to 10.
