[3rd Gen : 96-00]: ClockSpring?

I have a 1997 GC with about 130K.
The horn and cruise control stopped working.
I've been reading lot of posts saying that the clockspring needs to be replaced. Most of these posts also indicate that their airbag lights are "on" too. My airbag light in not "on."
BTW: I checked the horn's fuse and relay and they're are OK.
So, without the airbag light being "on," does that rule out the clockspring?
BTW, the clockspring was replaced under the recall many many years ago. From what I can find, it appears that the clockspring has a lifetime warranty...so if it needs to replaced again, does that mean it's a freebee?
