Default Blower Motor Runs at one speed

I was just informed that the blower motor in 2006 Grand Caravan 3.8 does not seem to run at multiple speeds all the time. Supposedly when you change the speed on the dash the blower motor does not change speeds, seems to be stuck on a low speed. Doing a quick test it is working now but one time I think it did not start until I went to second click, but I noticed when I go to off position I hear what sounds like a buzz or motor running for 2-3 seconds by the passenger floor area. Not the whirr of a fan.

Could this be symptomatic of the resistor going? I would not think it would make noise that sounds like a buzzing solenoid or such. I never heard that sound before. Not sure what else is down there and why would it make that sound when the control is moved to off?

Any suggestions on where to start be appreciated

I replaced the resistor and I thought it was working. Yesterday the motor did not seem to increase on speeds 3 and 4 but makes a humming and blows on intermediate. If I turn the selector back then up to speeds 3 and 4 it works. Is this symptomatic of a blower motor or time to seek a mechanic? I am thinking of putting in a blower motor but I always thought they worked or rattled/did not run when bad.
