Default AC Issues - Low Air flow from Vents

Ok here's the history and hopefully someone can steer me in the right direction.

2002 Dodge Caravan eC
Manual AC front only
Freon has been checked - OK

The AC blower motor went out about 6 months ago and was replaced. About two months later noticed the fan would slowly stop altogether so we replaced the blower capacitor. All seemed well for about 2-3 days and wifey started complaining again about poor air flow.

Reset the ac by holding down the power and recirculatory button... never stops blinking.

However, the AC air flow increases and works great for about 10 miles (assuming the AC finds an issue and goes cucu..) then the air flow diminishes again. Interestingly when driving, you can here something change the air flow on deceleration and when turning left, the flow decreases further. Upon turning right... flow increases but recirculatory doesn't seem to work.

What exactly am I chasing here?? Leaning toward a failed actuator or blend door...

does the fan slow or does it just stop flowing (aka you hear the blower running but getting nothing out)? If the fan is slowing down could the fan switch be the culprit? (blend doors and actuators only change the air flow) could it be changing to defrost (bad heater head, or bad vacuum line)
