02 Caravan SE 2.4L, I have a sinking feeling the Rack might be going bad, Like an opinion on this. It also didn't start this until this recent cold weather we got here in southeast Georgia.

 

That might be a pump issue. It could be seizing up and the one-way clutch(if there is one) on the pulley might not be disengaging.

Are there any codes?

 

have you checked the fluid container for the screen issue? could be your issue.

 

I wouldn't think it would have a screen issue as it only has the one line from the reservoir.

No codes besides the PCM death code, and the reason i think the rack and not the pump as it don't do it through the whole motion of turning the wheel

 

Sound to me like a belt slipping. Either from the belt not being tight enough, the belt being shot, or the pump locking. What I saw it steered hard when the belt squealed. That tells me either belt issue or the pump is locking up.
