Default 2005 Dodge grand caravan issue

I have a 2005 dodge grand caravan SXT. Here is my problem. When in neutral with the engine off I am able to push the vehicle but as soon as it's started in neutral I can no longer push it. It's reacts like when it's in park. I can only rock it back and forth. As soon as i turn the ignition off I am able to push it again. What could my problem be?

Some kind of interlock. What are you trying to accomplish and why is this a problem?

What happens when your rolling down the street and you put it in neutral?

If I am going slow enough I will feel like it's binding/holding back as it rolls along. At faster speeds you don't feel it.

I took the vehicle to my mechanic and he has no idea as to what the problem might be after running some test on the vehicle. He has never experienced this issue before. That's the issue mentioned in thread #1.
