Default [VIDEO] Key interlock not working.

A while back my shifter broke seemingly out of nowhere. I parked the van, when to an appointment and when I left the shifter handle broke off at a mere touch.
At the time I had no other option except to rip off the trim panels by hand and manually pull the cable to shift gears.

When I got home I was able to get it into a working state since the handle would fit into it's socket and still let me shift gears.

At the same time this happened my key interlock stopped working so I had to reach under the steering column and flip the little lever that unlocks the key so I can remove it.
I have been doing that for almost a year now.


Today I finally fixed the shifter and hoped my key interlock would work again....but to no avail.

The shifter is working fine except it still won't release my key when I turn off the ignition.
Furthermore I'm able to shift gears at any time, even when the van is off and no key is in the ignition I can change gears...... we can all see how dangerous this could be.

Here's a video, does anyone have any idea what's going on? The small linkages are all connected and everything is back the way it was I think.
It looks like the solenoid isn't pulling back far enough to engage the lobe that I THINK is supposed to flip the lever that I've been doing by hand.

I can't find any information about this at all, I've been searching high and low and the only thing that really keeps coming up is replacing the key cylinder, which isn't exactly my problem.

The only reason my key gets stuck is because the safety interlock isn't dis/engaging to let the key cylinder turn back to the lock position.

Does anybody have a service manual with the appropriate sections of how this device is supposed to work?

So I pulled this up on ALLDATA, and it's a really short section.
but it basically shows that lobe is supposed to push the lever to release the key.

for some reason the lobe doesn't move that far on my van?
