Default CAT bad?? please help me figure it out.

0420 code catalytic converter inefficient on 3.8 engine 06, 92,000 miles
had code for about 6 wks. bought a bafx adapter scanner and using Torque software on phone. I have no power loss or performance issues.

From what i have been reading all the specs below looks good and makes me believe that my CAT is good. Your thoughts

I tested temperature before cat and after. it was a 100 degrees hotter after the CAT. Which from what i read or see on videos it a good thing.

o2 #1 sensor reads between .1Volts and 7.5Volt at idle. However the amplitude Volt spikes come about every 9 seconds. between those spikes it reads .4 to .7 about every half second or so.

Remove vacuum booster hose and immediately o2#1 goes down and then back up when putting hose back on. I thought this may test to see if #1 sensor is bad.

o2 #2 sensor read about .7 constant volts which the video from a pro on youtube shows that is good. My understanding is o2 #2 doesn't suppose to mimic #1 sensor, which mine doesn't.

At 1500 rpm spikes of 02 sensor #1 is between .1 and .8 with amplitude spikes every 1/2 second or close to that.

Short fuel trim is --.3 volts at idle.

These are 02 sensors 1 and 2. I have 0420 Cat less then efficient. It doesn't appear to be less then efficient because my downstream 02 sensor is not mimic of #1 sensor according to videos and info. read.

There are four attachments. First is a snap of #1 sensor upstream.
Second is a 2000 rpm shot of #1 and #2 02 sensors.
Third is at idle taken after 10 mins and fully warmed up.
Fourth is another shot of idle fully warmed up but turned engine off and then started back up 5 minutes later.

I believe that #1 and #2 are compared with computer of van to determine if there is a CAT inefficiency.

Do i have a lazy enough sensor #1 to cause the computer to send 0420 CAT code when in fact the #1 sensor is bad thus giving wrong info. to computer, thus I have a good CAT just a bad #1?
