Okay the Van has the 3.8L V6. It doesn't die every time you let off the throttle but it acts like its gonna die out then rpm come back up.

It only does this when cold. When engine is at operating temp then everything is normal. Just changed plugs, and wires. Still no change. All fluids good.

My '01 van had the same issue, in my case it was the TPS (throttle position sensor). The problem may also be the IAC (Idle Air Control) valve, which can often be fixed by cleaning it.

 

I agree with georgef.
Clean the TPS. If that doesn't fix it, clean the IAC.
