Default Transmission safety lock and headlights

My 2002 Dodge grand caravan sport 3.3 v6 flex fuel. Started to smell like burned electrical. While driving my low beams started blinking on and off then turned I turned my high beams on. That worked for about 2 miles then it started blinking like low beams did. I turned off high beams and had no headlights at all and tail lights are all lite up like a christmas tree. I limped the van to my fiancée's parents house and put it in park. Let the engine cool off and started the van again. When the key is turned on at accessories the tail lights are lite up again and start the van and tried to put it into gear and won't come out of park. I have no fuses blown and no engine light on for codes. I have some smoke residue on starter relay and ASD relay. I found a wiring harness that has some pins scorched but opposite side of fuse box under NBS relay and eatx safety shutdown relay. I can reach the shifter lock and release shifter to neutral and start van and can move it that way. I'm just confused on how to fix the issue or what the issue is.

A common denominator is the Front Control Module or FCM. It has a hand in controlling all of the functions you mention. It's the silver box bolted to the front of your fuse box (IPM).
Have a look at it's connection to the IPM. Disconnect the negative battery cable remove 4 bolts and remove.

The FCM was good the whole fuse box was burned out I replaced it and now my speedometer needle when I start the van sits at 11 mph but goes up when driving but when stop it goes back to 11 mph when shut off van it drops to 6 mph and that where it sits. Is it my speed sensor out
