Default 2004 Grand Caravan radiator and AC fan turn on way early

Hello all. I see many people complaining of constant radiator fans running or no fans ever. I know about the radiator fan relay issue solving many of those cases. However, I have a new issue of both electric fans at the radiator turning on just minutes after startup here in the cold NY northeast. No AC selected, no defrost mode. Turning off the van will turn off the fans as well. I have the grand caravan with the rear heater. I take the kids down the driveway for the schoolbus in the morning, turn around and come back up. As I stop, I hear the fans kick on. I know this is supposed to happen when it's warm, but I don't even have heat coming through my vents yet. Coolant system was thoroughly flushed and filled one year ago and thermostat replaced. It is odd because it takes probably 10 minutes of idling to get heat out of this van, that's why I replaced the thermostat in the first place last year, but I think it is because the rear heat setup acts as a radiator that is always open. I'm going in a different direction now, sorry..... Anyway, it is too cold for any fan to turn on. I am not calling for AC by button or by defrost. I know I don't need any radiator fans on a 25 degree morning and they are both blaring 1 minute after startup as if they're trying to get me airborne (maybe not that much but you get the point). They do sound like they're on "high", like they sound in the middle of summer when you are parked with the AC on. From what I read in the FSM, the solid state relay on the bumper gives variable speeds to the fans, which kinda makes me think something is funky with that relay going on full blast like that so early. But then again, why would it get ANY signal to turn on at all when it is cold like that? Do cold engines get minimal fan spins regardless?
