My 2011 Grand Caravan cigarette lighter power outlet is on all the time even I don't have my key pluged. So I can use the power outlet for charging my phone even I don't have my key with me. Is it normal? Isn't it supposed to be no power with no key turned on?

 

If it's not a switched accessory outlet then yes, it's supposed to be in all the time. Check your owners manual.
