Default Throttle Position Sensor (TPS) problems with harness

My '05 Caravan 2.4L has been running erratically. I've got a P0123 code (high TPS voltage). There were about 7 volts at both the reference & signal wires.

The battery is completely disconnected and, at the harness plug to the TPS, I have about .382 mohms of resistance between the reference & signal connections. Is this normal?

I'm thinking I have a short in the harness rather than a bad PCM.

I'm an extreme novice at this type of stuff so any help is appreciated.

I'm about to tear into the harness to look for a damaged wire but I'd like to hear from anyone more knowledgeable first before I waste an afternoon.

You'll have to disconnect the PCM connectors to get a true reading. They way you're doing it you're reading resistance through the internal PCM circuits.
