Why is the tire losing air? The TPMS may be functioning normally if the tire wont stay at the recommended pressure. What are the multiple attempts at fixing the problem consist of? Fixing the tire or fixing the TPMS? Get the code read from the MIL to find out what that issue is. May or may not be related to the TPMS issue. Hard to tell since your post is difficult to decipher.
The first attempt was putting air in and putting a plug. I live near a state line, and I was told that a plug alone is
illegal in the state where I bought the car. The second attempt was to fix a corroded valve. Still the tire light came back on. The next visit I was told all the valves would need replacing, at $100.00 deductible for each tire, which is
obviously ridiculous; I did not have that work done. Then it was time for yearly state inspection, and the car passed with no problem. The tire light remained on. The last time I brought the car in, I did so because the check engine light came on. That was due to a "corroded gas line" that was leaking. I had that fixed. The report on the tire light was now said to be due to a "corroded disc". After all these repairs I
have paid thousands of dollars for a car that was only four years old and which I was told had brand new tires when I bought it.

Okay, I wonder why they didn't just tell me that to
begin with. Did I mention the tires were also rotated?
So I guess my question is why has it become so
costly to fix the problem? Are they fixing things that don't need fixing? I have been on vacation. I had the last work done before I left for an out of state trip. I was told
"that tire light should not come back on." Well, two
days later, it did. I will not be paying the dealer for
any more repairs. I no longer trust them.
