Default Service engine soon light came on

From all I have read so far this is the same as a engine light in many other cars. With 182k on the odometer my SES light came on at the same time the temperature and fuel gauge temporarily quit working. They came back after turning off the engine and starting it again. The SES light stayed on.
I have a OBD2 code reader and will get a code soon and reset it.
Has anybody seen this with their gauges? The darn thing is I have to smog it within the next 3 weeks and the light is a automatic fail.

P1698 which makes sense since the gauges went dead briefly.

PCM related and/or low battery voltage. Can screw with a lot of electronics.

I disconnected the battery and when reconnecting mad sure the clamps were tight which I do not believe they were prior to the code. The service light has not come back on as of yet, he said while knocking on wood, so maybe that was the problem.
