Default Using a power probe on a single wire

I saw a video where a tech used a power probe to test the single wire (cooling fan relay to the pcm). With the a/c on or engine hot the green light blinked.(pulsed) on the power probe. Can I use a test light or a multimeter to do the same thing?

1999 caravan cooling fans not coming on.Not sure if a test light or a multimter would damage the ECM. The only test I have left is the single wire to the ECM.
