Default Gauge Cluster Backlights not coming on

Hello all,

2004 Dodge Caravan, fixing all the small things that were wrong with this van I picked up, and after fixing most of the issues, I noticed that the gauge cluster backlights are NOT coming on. The odometer light works fine, turn signals work fine, stuff dims with the brightness adjuster, but there seems to be no back light to the Speedo or any other gauge on the cluster. All gauges are working fine, just no back lighting.

Its not possible that ALL the bulbs are burnt out, is it? I tried the IOD fuse reset but that didn't fix it. The base model of the 2004 Dodge Caravan (no power windows or seats or anything) had back lite gauges right? I can't find info on any associated fuses but the IOD fuse. Could it be bad BCM?
