If they are cleared, they are gone.

Yup ^^^

If you are concerned that codes were cleared just to make a sale, drive the vehicle around for 30 mins or so to get it into closed loop mode. If there is a problem, it will trigger the CEL again.

With the proper code reader newer vehicles will show "Warm-ups since codes cleared" and "Distance traveled since codes cleared"

My 2009 Caravan will show the above information, but my 2003 Caravan will not.

you can't get the codes back but you can tell if they cleared codes.
people clear codes before sale...this will also clear all of the inspection/maintenance monitors. these monitors are tests that run to determine if the dtc light sets.

go into I/M monitors and see if all the monitors have run and passed. any monitors that have "not complete" are areas to be suspect. Incomplete monitors mean the test has not run yet...when it does it may pass or fail. Any monitors that have run and passed; that monitor is ok.
