When I push the switch to engage cruise control, the indicator comes on in the odometer, but I can't get it to set or hold speed. Anybody have a fix for this? All of the fuses in the IPM appear to be intact, though I'm not sure which one might control it if that were the case

A common issue is the brake pedal can stick enough that the PCM thinks the pedal is being applied even if you’re not pressing it. The best test for this is to use your foot to pull back on the pedal while also trying to set the cruise. If the cruise activates when pulling on the pedal, it’s either sticking or the switch is bad.
If that’s not the issue then you’ll have to pull codes to see if something else is preventing the cruise from engaging. There’s several signals that affect cruise operation and any of them could be the problem. The check engine light doesn’t have to be on for codes to be stored.
