A model year and engine size would help so I can look up specific information, otherwise I can only suggest to check related fuses for the fuel injectors and double check any connectors you had to separate in order to replace the regulator.

1992 dodge grand caravan. 3.3 still can't figure it out. Can a camshaft sensor cause a no start? Got spark out the plugs and runs when gas is filled down the intake... Tottally stumped.

If you’re getting spark there’s no reason to question the cam sensor. Even if it were faulty, the PCM will calculate cam position using the data from the crank sensor.

If you’re getting fuel pressure and have spark but not starting, you need to focus on the fuel injectors not pulsing and/or too much air getting into the combustion chamber (vacuum leak). Get a long screwdriver, length of wood dowel or equivalent and hold one end of it against the body of a fuel injector and place the other end against your ear. Have an assistant crank the engine - if you can hear a rapid tapping sound, the injectors are pulsing. That means you need to focus on a vacuum leak - it would have to be pretty substantial in order for it to cause a no start.

Ensure your pump is actually working.
Replacement pumps are very hit or miss whether they'll work or not.
