Default Over heating fans not working

Have a 2016 grand caravan.. started passed summer the ac warm when idled, but worked good driving, went on a few trips started smelling coolant found a small leak in radiator, changed it and now it's over heating, changed the fan assembly because the fan didn't turn on.. bypass the harness and the fan turned on with 12 volt, checked fuse switched relay for the low speed fan,

Coolant is good
new radiator
New resistor
New fan assembly
Doesn't over heat while driving
Fans not kicking on, I haven't let it get over 218...
Lost and out of ideas

the fan has a high and low speed
each speed is controlled by the tipm through separate relays...one low speed relay and one high speed relay
the low speed relay is located in the tipm
the high speed relay is located on the left side of the radiator
each have their own fuse low speed 60amp j19, high speed 10amp m34

if you grd the control side of the relay pin 86...and the fan works the problem is probably the tipm

Couldn't get it to work by grounding... Got a relay tester and could manually turn on fans, i unplugged the temp sensor on driver side and fan came on... Any other suggestions before i replace the fuse panel

unplugging the temp sensor and the fans working shows that the tipm control of the driver fan is ok and the wiring is ok. We must be missing something.

I've seen there are two coolant temps on in the head which i unplugged and kicked fan on, but the replacement senor i got from Auto parts store was different, i guess there is two sensors on newer vans a temp and a water temp sensor
