Default AC Compressor clutch not engaging Dodge caravan 5th Gen

I have a 2010 dodge caravan with dual zone controls on the HVAC Control Head.
I bypassed the rear AC unit a couple of months ago and vacuumed out the entire system and refilled it with R134.
I have about 55 psi of pressure on the low side at 80 degrees. My problem is my AC clutch on my compressor will never engage.
I took it to the dealer today and he said there was an active B1032 DTC code - Evaporator Temperature Sensor Circuit High.
I also have a 2008 Dodge Caravan (without the dual zone) but which has the same evaporator Temperature sensor, also this van has a great running AC system, so I swapped the temperature sensors between the vans
both Temperature sensors also have a OHM reading of 2.6K at 70 degrees - NO Change - Still NO AC Clutch engaging
I then called my buddy who has the same 2010 van as I have and his AC works perfectly and swapped the HVAC Control Head between vans
My HVAC control head operated his clutch perfectly, but his known good HVAC control head would not engage my AC clutch - NO Change - Still NO AC Clutch engaging
I then checked the wiring to the evaporator temperature sensor it checked out good - no shorts or opens
I then connected 2 jumpers that ran from my 2008 AC clutch wires to my 2010 clutch and the clutch engages and disengages fine, when controlled by the 2008 Dodge - SO THE AC Clutch is Good
I am not sure what to do next ? Any ideas ?
I then traced out the wires feeding the clutch from the TIPM board and they Ohmed out fine both the power wire and the ground wire. - Wires feeding clutch from TIPM board are GOOD

55 psi at 80 degrees seems low. pressure filling is not accurate. charging by weight is. have the system evacuated by a ac machine so you can tell what the charge level is. If its low...you still have a leak.

Originally my pressures were really high like 105 Psi on both the high and low side, When it was about 80° out but then I compared that to my 2008 van and it only had about 55 psi and it’s air conditioning was working great so I let a bunch of R134 out of the 2010 To bring it in a line with my van that was working.
