Default 2011 AC problem

Hello All:

I have a 2011 Grand Caravan. AC stopped working suddenly.
Now I found a puzzle.

My AC clutch engages but the radiator fan does not come on. Even on the highway, I do not get any cold air in the cabinet. I checked the pressure, it reached 75psi before I chaged it to 150 psi on the high side with some 134a.

First, I looking for an answer why my radiator fan does not turn on?
If I short the low side relay, the fan turns on. I did not try to high fan relay. "

Second, why I do not get any cold air on the front and back AC if compressor works.
