Default Keeps blowing air

I have a 2010 Grand Caravan, if the A/C is running and you turn it off the vents have cool air still coming out. Even adjusting the temp control it’s still cool. But, If you run the heat then then turn it off the vents have warm air still coming out. Anyone have an idea of what could be causing this?

The system still allows fresh air into the vehicle regardless of HVAC panel setting.

This is different, its air that is the same as the last setting that was running. If the heat was used then turned off, it will continue to heat the area. The only way to stop it from heating is to turn the A/C on. When that is shut off, it continues to blow cool air. Its a cycle that keeps going. We have had this van for 7 years now and this started a few months ago.
