Default Radio Power Voltage Drop

2006 Dodge Caravan with about 130k on it. Suddenly, the radio stopped working soon after a start. If the van is left alone for a while, the power comes back on, but turns off after about a minute from ignition on. I checked the voltage at the wiring harness and it hovers around 12-13 after ignition on and then drops to about 5 after a minute and slowly goes down to as low as 3 volts.
The battery is showing sings of needing to be replaced (2nd one in three years) and alternator seems to be putting out charging current within spec at battery. Alt. voltage drop test seems to be within spec. IOD fuse is okay. No indicator lights on, no codes. Swapped relays and checked radio fuse. Everything appears fine.

Any thoughts?

Look under fuse block for a corroded or otherwise damaged connection to the radio fuse.
