Question Engine and oil light not working

Hi All....I purchased a 2003 Grand Caravan 3.3L last week and have been fixing it up. I realized that the engine light and oil light at the bottom of the instrument cluster do not light up during startup.
I disassembled the cluster thinking the bulbs were dead or had been removed by the previous owner and noticed the lights are soldered on to the PCB.

I didn't see any damage to their circuiting.

Has anyone else experienced this? Is there a way to fix or do I need a new instrument cluster?
