Horn
I have a 99 Dodge Grand Caravan. I had some mechanical work done about 2 months ago and don't know whether that could have something to do with the problem. The horn just quit. I have checked out the circuit from the relay to the horns and it is ok. The problem appears to be between the steering wheel and the relay. What should I look for and where? Fuse and relay are ok and horns work when the relay is activated externally.
I also found a white plastic plug with about 15 wires attached to it just dangling under the dash in the vicinity to the left of the steering column. Have no idea what this is. I cannot find a place for this plug. Should it be free? Or plugged into a socket.

they have a safety recall on the clock spring for the air bag
this unit also has the contacts for the horn and crusie control
took the dealer about 1/2hr to change mine(99 d/c)
look into it go to
dodge canada or usa and enter your vin # and see what recalls have been done or not
