Default difference of hp at different rpms

I was thinking about adding a new air intake to my 09 challenger rt and looked at several different manufacturers. however some differences exist between the type of system and I wasn't sure which would work best.
for example, one added 21.09 hp @ 5216 rpms and another added 12.8 @ 4800 rpms-which one would give the most increase in power? I'm not sure exactly how to determine

really depends what you use your car for. If the first one can deliver same power at lower rpms then it would be better. For city driving or short sprints it's better to have power in lower rpms.
