my left windshield wiper arm isn't moving and i think it is because a bolt needs to be tightened? The cap doesn't look removable however I haven't messed with it too much. How do i tighten the arm? The right arm moves but left doesn't Thanks!

 

There should be a pop off cap at the end of the arm, remove it and you'll be able to tighten it up.
