The most common reason is that you need a brake job. The rotors are below minimum and need to be replaced. It is throwing false info and confusing the sensors. This is also why you get a vibration sometimes. Points to your rotors.

Yes, the dealer is a lot, so I would look around to outside shops to do the work if you can not do it yourself. Doing it yourself, you can spend around $200 - $300. Small shop maybe around $500. Dealers and chains will charge closer to $700 or more.

probably warp rotors as mentioned b4. Does Steering wheel shake?
But I think this could be a Sensor issue too. when the light is ON, ABS is disabled, so no ABS operation.
When it is Off, Trac control is active, a bad sensor could trigger ABS operation. You need to figure out wether the Vibration is from the ABS/Trac operation or Warp rotor vibration.
Warp rotor vibration gets worse as you drive faster most of the time. While ABS vibration is usually the same.

Another Idea, Scan for ABS code first. you need to hit a shop with the proper equipment for this. For this Concern, most ppl tried various thing trying to fix it themself, but the car ends up in the dealership regardless.

I have the exact same problem (Dodge Charger 2006 3.5L), when I slow down and start to press on brakes it feels like the abs is kicking in. no matter how fast or slow i'm going took the car to auto zone for a diagnostic test and the result codes that came back are b1043 and b1027 not sure if the guy that did the test knew what he was doing or not . haven't had a chance to look at the breaks etc , will check this weekend i am hoping its just the brakes .
