Default 2007 Dodge charger o2 sensor problem

I have a 2007 dodge charger 3.5. I have a p0137 code bank 1 sensor 2 which would be the passenger side rear o2 sensor correct me if im wrong. Prior to this code ive changed my spark plugs and EGR valve. After doing that I noticed the 1/2 sensor wire was cut under the car from my harness completely. I then went to the junkyard to get the wire harness cut from another vehicle and soldered it back on. The light still came on after clearing the pcm. I bought a new o2 sensor to rule it out but the light still comes on. I plugged in my diablo sport intune and it shows that NONE of my o2 sensors are getting voltage but theres no DTC codes for the others. I really need help my emissions is due this month.
