Default 08 Dodge Charger Driving Lights Problem

I bought a 08 Dodge Charger sedan 2.7L V6 and it didn't have driving lights but it had the plugs, so I got OEM driving lights and put them in and pluged them in as well and changed the light switch and i also put a relay in block number 34 in the fuse box in the trunk and I still have no driving lights. So what am I missing? I wanted to keep it as much factory as posiable. I know I can hard wire them and put in a seperate switch. Any ideas?

You probably need to have them activated with a Star-scan tool, since it was not originally activated from the factory.
