Rumble noise and rear sway

Hi, I have a 2010 dodge charger SXT. I replaced the 17" rims with 20" rims 2.5 years ago. I am now hearing this rumble under may car when I go slow over small pumps. I have no idea what it is. And the back of my car is now starting to sway also. Can anyone help in telling me what both of the issues might be.
