Default Help identifying a part

Hey guys, I’m currently working on a front bumper swap for my 2018 rt. What kind of screw is this and how do you remove it? It’s on the front bumper bracket

if its plastic...my guess is its a rivet.
drill it out is the way to remove rivets.
