2008 Dodge Charger TIPM issues??
I don't see any separate flasher for the 2008. It appears to all be electronic and part of the TIPM.
While the Steering Control Module is common to the horn, turn signals, high beam headlights, wipers, and cruise control, so is the CAN bus B and the TIPM. Since both the TIPM and SCM have been replaced, and the wiring mucked with for the SCM, I'd initially be more suspicious of the fuses that power these items (Fuse 30 and Fuse 10 in the TIPM). Also, all of these items appear to rely on the CAN bus B, so if those wires were also cut by your BF, they could be a bit tricky to splice and get the twists per inch correct to reduce the possibility of noise on the bus.
