Default 82 Rampage What's This?!?!

Trying to get the intake manifold off per the Chilton's guide. Not a Newbie freindly guide to say the least. Anyway, I was looking for the "power steering pump" and found this. It looks like it needs a pully but the Chilton guide never mentions it. What the heck is this thing used for? It's on the driver's side of the engine just below the camshaft cover.

It's a drive pulley on the back of the camshaft, and I suspect it's supposed to have a belt connecting it to (what looks like) the air pump below it.

The P/S pump should be on the front end of the motor, back side of the valve cover toward the firewall (if your vehicle even has P/S). I'm not too familiar with N/A 2.2's, but the Turbo engines always have them there.
