Default '94 shift problems

Hi all,
I think my'94 3.9 4x4 auto is shifting funny. It shiftsvery smooththrough all gears but it seems to skip 3rd gear. I will be accelerating and when I get to about 40mph it will shift into 3rd. Then at about 45mph (or 2000rpms) it will shift into 4th. When it shifts into 4th the rpms will drop to about 1700 which makes acceleration VERY slow. If I'm going up any kind of incline I can't maintain speed. I know my TV cable is adjusted properly. Is this normal for a 4 speed auto transmission? Could it be my PCM? I know that the PCM isn't regulating fuel flow right, could it be messing with my shift points too? I'm planning on getting a new PCM soon and I'm hoping that it will solve both problems. Any ideas? Thanks in advance.
