The throttle body spacer will not do anything, heck it will probably reduce HP.
Cold air intake may help if it is a quality kit.

TBS = No will not help at all
The Cold Air Intake will help some, Even cheap ebay ones do slightly. But ive heard better things on the K&N Ones. Also a heat shield will help more, but blocking the engines hot temps more.
I got a cheap CAI on my 05 Dakota.
