TPS on 3.9L

TPS on 3.9L
I have a 200 quadcab 3.9 auto 2WD.
I found out my tps was bad. While diagnosing I noticed that at WOT I was reading 3.75V instead of the 4.5V that the Haynes book tells me I should have. I bought a new TPS and I am getting the same reading. IS the Haynes book wrong? Am I losing power or snappy downshifts because of the low reading? Any know tweaks on how to raise it?
