help- won't start!

We are putting a 98 dakota together, a v8 5 speed and we can't get it to start. someone told us to check the securtity system in it. Where is that? At the fender? It will crank up and shut right down. Like it just isn't getting enough gas to the motor. Any ideas please help!!!
