Default 2013 Dodge Dart Water in Engine

Hey had a question about a friends problem, trying to make heads or tales of the situation. The story goes as follows:
They have a one year old dodge dart, on August 4th they were driving through a heavy rain storm no major flooding, anything like that, just a good hard rain, she said one parking lot they drove through had ankle deep water, and that's where the car died. They smelled electrical burning and it started smoking and died. Original diagnosis was a bad starter. They had the car a week then called and said they accidently hit thier car with another car. When the replaced the starter it wouldn't crank so the investigated further and they found water in the engine and blown head gasket.
She said why did it take so long for you to tell us about the water in the engine and their reply was, you didn't tell us you were driving in a heavy downpour till now. So now they are on the hook for a new engine and have had to pay their own Rental car since Aug. 4th and still don't have the car.
Dealer told them today that they can't drive it in a heavy downpour that the intake is at the bottom of the bumper and has as strong a suction as a vacum cleaner.
Now I was born at night, but not last night .... as they say. Does any of this have any remote sounds of truth to anyone?
Sounds like a dealership trying to get off the hook for an engine.

I did find out they put an aftermarket cold air intake on it. not sure what brand / model just yet.
