Pretty much, yes. Its called a tuner. Depending on your model year and exact vehicle, it can do a little or a lot for you.
Post your vehicle information and what exactly you want to do as far as "upgrade the engine output" in the appropriate part of the forum (2nd Gen Ram for 1994-2001 Dodge Rams, or the Dakota section for Dakotas, or... etc. etc.), and you will get a lot of answers, better than you could get here in the Personal Computer section.
