how do i get a picture in my signature and that little picture you guys have by your names

 

You are referring to the Signature picture and the Avatar Icon.

There is a section in your profile that allows you to upload a picture for both the Avatar and Signature.

If you want a Signature/Avatar picture created, you should submit a request in the Signs & Avatar section in the Chop Shop.
