Windows Fogging
It's probably the actuator behind the glovebox.You should be able to hear it if you switch from recirculate to fresh air.Another giveaway that it is "stuck" in recirculate mode is to crack a window and let some fresh air in to help with the windows fogging up.Or you can take the glovebox down and manually open the recirculate/fresh air door and disconnect the actuator .Takes less than 5 minutes to try that.

The one in the video t at 1:25 what he calls the recirculation motor that is what controls fresh air vs recirculate. If you stay in recirculate mode you will get fogging windows. The blend door controls hot vs cold but that shouldn't fog up the windows. I've been through this and it's the fresh air/ recirculate actuator was the cause.Did you try cracking a window and it helps? I think your mechanic is wrong.
