Default ETC Light on and heat stops working

I have a 2015 dodge journey sxt (non flex) and my ETC light has been coming on since july. This causes heat/ ac to stop. The temp gauge goes to zero. Since it first started radiator and thermometer have been replaced. 2 gaskets, cylinder and spark plugs done and a new battery installed. During the past few months my local dealer and shops have checked and can not repeat the error. My check engine light was on and only code they find is the evap. Got a new cap and still receiving the error. I will get a factory cap next week. No one can figure out what is going on. This almost only happens at night. It occurred once while running ac on a slightly warm day in november. Also had the temp sensor replaced. Any help would be greatly appreciated. Check engine went off for two days and came back on. Once it did i noticed the heat went low. I adjusted the fan and the etc light came back on and the temp gauge went to cool. I pulled over and turned the car off. ETC light stayed off but the heater is not throwing out a lot of heat. Temp gauge was working also.
