Default Steering problem

I have a problem with steering. The wheel is hard to turn in both directions and it does not recover after the turn. RPMs do not make a difference. This happens on every turn with some "easy" spots every once in a while. I replaced the pump twice (The first one made a ton of noise) and the rack/pinion. I used my air hose to blow out the lines and reservoir when the rack was changed. The steering wheel did not bind when it was disconnected from the rack. I had the front end aligned and they did not find any other issues with the front end. Any help would be greatly appreciated.

sometimes the problem is the steering column boot collapsed, and wind up with the steering column. check into it

well, the problem is usually the outside portion of the boot. your picture is inside portion. here is what you can do. Lift up both front wheel from the ground, grab the wheel and try to turn is by hand, do you feel bind or notchy feeling? if you do, good. Now, disconnect the intermediate shaft between the rack and steering wheel. Now try turning the wheel by hand again, is the notchy feeling gone?

If it is gone, your problem is the boot. If it is still there, then you need a rack and Pinion. I know you replaced the rack and pinion before, but was is Mopar or Aftermarket reman? I've seen A LOT of the problem on after-market reman rack and pinion, some company don't bother to bench test the rack before they sell it.

You said the steering wheel does NOT bind when you disconnect it from the rack, but when you disconnected it, the Angle of the joint changes, even if the boot collapse, you won't feel it. That's why I ask you to turn the Car's wheel.
