The Crank Pulley Will Not Turn

Ok, I Have A 20007 Dodge Magnum 2.7 Engine Which Now I Know Is Not The Best Engine, But Was Told My Engine Has Locked Up. The Crank Pulley Will Not Turn. Was Riding and The Car Just Shut Down; When You Turn Key It’s Sounds Like It Want To Turn (Kind of Like The Battery Dead)… Any Suggestions
