Default Steering binding

hi newbie here, we just inherited a 2005 dodge magnum v6, it was a DUB edition?

either way my father in law had all that removed when he hit a pothole and bent the K frame so in the last 20k miles the vehicle has had new K member, al new stock springs put on, shocks, struts hubs, knuckles control arms, swaybar links

so the entire suspension is new and tight

we put tires on yesterday and alignment today

for years the car has had a binding issue when turning the wheels, I figured something was wrong in the steering as the tires wore bad on edge

well alignment did not help, toe was only off a little

so I had my son turn the wheel while looking under the hood and behold there is the problem

where the column comes out of the firewall there is a boot, the boot is turning on an odd angle so is the steering shaft

so is something bent or just not assembled correctly? whats under the boot?

we need to fix is as the wheel does not return and turning it in general can be difficult, it is not a power steering issue

I used to be a buick tech so not an idiot just did not want to get the car on ramps in the cold rain today thanks for the help

Wow guess no one else has had this issue? Find that hard to believe

I dropped the kick panel and guess I am too old school, never seen a column like this what a piece of garbage, I can't tell if there is an issues with that linkage they call a steering column or if it is just engineered trash

Anyone?
