Hood will not lock

Anyone have a problem wth the hod release cable "freezing" up?
I just moved from Houston to Indy and have been running in some pretty snowy conditions. I went to check oil today, Hood would not unlock, in the end i got it open, but then could not get it to lock when it closed. Took the latch off and found the cable siezed up, freed it up with WD 40. Anyone else have a similar problem?
